Job Summary:

Reporting to the Director, Digital Strategy & Chief Information Officer, the Manager - Enterprise Technology will be responsible for providing strategic leadership to the Enterprise Technology team in the delivery of IT infrastructure selection, implementation, maintenance and the transition and management of related Cloud Services. The Manager will also be responsible for the ITS Service Desk and the Device Management team that is accountable for procurement, asset life cycle management, including replacement and disposal of end-user devices and commercial-off-the-shelf software (ex. PCs, Macs, laptops, tablets, printers, mobile phones, Adobe). As part of this role, the Manager will be accountable for the successful execution of a project portfolio as well as the optimization and effectiveness of operations. The Manager envisions medium-long term changes, responds to risk, and identifies growth opportunities and fundamental improvement changes. The Manager oversees the annual work plan and ensures the appropriate capacity and capabilities are in place to deliver the required projects and operational services using staff and/or external vendors. Working collaboratively with the ITS leadership team, The Manager will be an inspirational leader who will drive the modernization of the IT infrastructure to support TPL’s multiyear Digital Strategy

Duties:

Strategy Development

  • Provides input to the Toronto Public Library’s yearly business planning process and future potential projects.
  • Leads the overall planning processes for Enterprise Technology and recommends cost and or value improvement initiatives and partnering opportunities
  • Develops an annual work plan for the operational area/program
  • Ensures development and maintenance of technology that are aligned with enterprise applications priorities and needs
  • Leads the continuous improvement of Enterprise Technology, processes, services and relationships
  • Identifies and implements innovations to minimize the current spend on services through consolidation and efficiency
  • Provides regular assessment of operational risk and performance effectiveness

Operations Management

  • Develops technical and operational standards, policies and procedures to ensure the effective, efficient and secure operation of Enterprise Technology
  • Leads in translating the corporate and digital strategy, business metrics and customer needs into a plan that will meet the growing demands of TPL
  • Ensures the ongoing performance of Enterprise Technology, focusing on stability and efficiency of the system & day-to-day support, and defining plans and implementing system enhancements as required from a technical perspective
  • Provides decision-making on unresolvable escalations for operational issues, problems, and service requests.
  • Oversees business continuity, capacity management, and disaster recovery plans for area of responsibility.
  • Provides expertise on new initiatives or enhancements to determine feasibility and assign resources to do technical work
  • Establishes policies, standards, and procedures ensuring compliance with overall business strategy, standards and plan.
  • Leads the governance process of enterprise wide control in accordance with service level agreements.
  • Evaluates operational risk exposures in existing and new business initiatives and processes.
  • Other duties as assigned by the manager.

Partner & Stakeholder Relationship Management

  • Plans and directs activities to provide guidance and engages business leaders on their respective operational needs and to support achievement of their business strategic objectives
  • Leads and participates in various committees, workgroups, and project teams to ensure ongoing input and review of business direction, ensuring alignment of applications portfolio with TPL’s current and future needs.
  • Ensures highly collaborative working relationships & teams through cross portfolio engagement with stakeholders (internal customers, external partners/regulators/vendors and customers, and Management) to enable portfolio and integrated planning.
  • Key decision-maker to resolve critical issues and escalations through direct engagement with stakeholders.
  • Evaluates, recommends, negotiates contracts and manages ongoing relationships with strategic vendors and service providers

Note: This role will periodically require after hours or weekend support based on operational needs and unplanned major incidents.

Qualifications:

  • Post-secondary education in the field of Information Technology, Computer Science/Engineering or related combination of education and experience.
  • 12+ years of related work experience, with 8+ recent years focused on IT leadership roles.
  • Minimum eight (8) years experience in a similar IT management role leading application implementations and support for large-scale IT infrastructure portfolios for on premise and cloud solutions.
  • Minimum eight (8) years demonstrated experience in IT infrastructure support and/or management role.
  • Expert and in-depth understanding of IT infrastructure and service desk management, in particular managing IaaS and PaaS vendor agreements
  • Superior level knowledge of key management practices for leadership – people, process, technology
  • Ability to understand complex business needs and focuses on definitive solutions beyond the functional group and considers TPL's strategy and mandate
  • Excellent interpersonal and communication skills to work with multiple stakeholders in large scale system operations management and to collaborate effectively design / development phase to “steady state” operations
  • Proven ability to oversee multiple or complex project/operational objectives and targets are met according to set standards and within the prescribed timelines and budget
  • Demonstrated success in inspiring and engaging a high-preforming team in a unionized environment
  • Ability to manage resources and budgets, and track, escalate and provide recommendations to manage issues and risks could pose reputational risks to TPL
